For dedicated server that using SmarterMail,they can use 'Mass Messaging' function to send a blast mails to all domains inside their server as below steps:
1) Log into their server's login as below:
2) Navigate to Manage -> Expand the 'mass messaging' -> Click send mail or send reminder
